Digital rights experts are worried about the bill's "insanely broad" language and the possible implications for First Amendment rights. The act targets any technology linked to a "foreign adversary," including China, Cuba, Iran, North Korea, Russia, and Venezuela, and includes vague terms such as "desktop applications," "mobile applications," "gaming applications," "payment applications," and "web-based applications."
